Qualifications – Education and Experience:

1. PhD in Public Administration / Business Administration /Political Science or related field with 5 years of relevant experience OR a Master’s degree in a related field with 7 years of relevant experience OR a Bachelor’s degree in a related field with 10 years relevant experience (see #2 below)

2. At least five years’ working experience with government or an international organization, or in a consultancy organization providing services to the public sector

3. Expertise in one or more of the following areas: Policy research, policy development and strategic planning and/or public sector reform.

4. Expertise in stakeholder engagement and communication, especially within the public sector.

5. Track record of high performance in current or previous positions.

6. (Preferred) Strong experience with the Middle East region, particularly in the Gulf countries.

Roles and Responsibilities:

1. Play a key role in the Qatar National Vision initiative, in terms of the formulation, drafting and implementation of national strategies and plans

2. Engage stakeholders in policy and strategic development, involving Ministries and Agencies in the State of Qatar as well as the private and civil society sectors.

3. Review policies and strategies of Ministries and Agencies of the State of Qatar to evaluate their consistency with the Qatar National Vision.

4. Assist government agencies in developing their strategic plans to improve their performance and aligning them with Qatar National vision.

5. Develop the department's strategic and functional plans, and track progress.

6. Select, oversee, and work with outside consultants.

7. Assist in the recruitment of junior analysts and provide mentoring and on-the-job training, particularly to Qatari staff. 8. Carry out other tasks as assigned by the Director of Government Affairs Department.
