The GIS Unit in the
Statistical Dept. has lately hosted a delegation from The
Republic of Yemen in November 2005, for 1 week. The visit
program has been prepared to give them an introduction about GIS
Technology implementation in Statistical Dept. in particular and
in the Planning Councils projects in general. A part of the
program was devoted to visit some other important agencies in
Qatar who have successfully implemented GIS technology into
their day to day work.
At the end of the visit, Mr. Hassan Al Emadi, Director of
Statistical Department, has given the delegates certificates for
their visit. The head of the delegates has expressed his
appreciations for the good hospitality and he hoped to continue
this cooperation in the future.

The GIS Unit of the Statistical Department in The General
Secretariat of the Planning Council has been awarded a
project to produce a National Atlas of Qatar, 2005. It will
be the second edition to the first ever published
Socio-Economic Atlas of Qatar published by the Department in
2000.
The Atlas is primarily focused in analyzing the
Socio-economic data of the country, mainly available through
periodical Census and Surveys conducted by the Department.
However, a significant portion of the Atlas will be devoted
to the Topographical maps, Administrative set up,
Physiographic and Environmental conditions of the country.
It will also highlight country's Infrastructure, Trade,
Economy and Industrial scene including themes of Tourist
interest.
The Atlas will be produced using the latest Geographic
Information System (GIS) Technique and specialized software
to process and produce the maps. A few maps bearing
non-statistical themes will be based on the information made
available from other GIS databases in Qatar. The information
received in the form of maps, images, statistical tables and
reports will be further processed in the General Secretariat
of Planning Council GIS Unit for the representation of
themes.
This will be first printed and published in A3 and
subsequently converted into an interactive CD. The one year
project has already commenced in the third week of this
month and is likely to be ready and published by the end of
next year.
This publication will be a very useful and important
resource for the administrators, planners, decision makers
besides the scientists and researchers in different fields
as it demonstrates the overall geographic and socio-economic
profile of the country represented through various types of
reference and thematic maps, statistical tables and charts
targeting a variety of information users. The facts and
figures presented in a scientific manner will make this
publication of immense benefit to professional end users but
to the general public as well.

The Statistics Department
of the Secretariat General of the Planning Council released
estimates of Gross Domestic Product (GDP) of the third quarter
of 2005 by economic activity. The estimates showed an increase
in GDP by 7.6% to approach QR. Billion 32 Riyals, while it was
QR. Billion 30 Riyals in the second quarter of 2005.
Mining and quarrying (which includes oil and gas industry)
contributed with about 68% of GDP, where it amounted to QR.
Billion 21.7 Riyals, with growth of 10.4% from the second
quarter.
Finance, Insurance, real estate and business Services and
manufacturing contributed with about QR. Billion 1.8 and 1.7
Riyals respectively, with a percentage of 5.7% and 5.3
respectively.

The Statistics Department
of The Planning Council released a CD containing a wide range of
statistical information on the State of Qatar covering a
25-years period of the Annual Abstract publication from 1981 Ð
2005. The Annual Abstracts contain a large number of statistical
tables and graphs related to vast information in economic,
social, educational, buildings, transportation, business,
industry, environment, agriculture, internal and external trade,
judicial, health, tourism, births and deaths besides various
other subjects.
The project aims at providing such bi-lingual data since 1980
that reflects the countries development over a quarter of a
century. The single CD-ROM contents include:
¥ The latest 25th Issue of the Annual
Abstract publication,
¥ the electronic issues from 2001 Ð
2004 in web (html) and in MS-Excel (xls) formats,
¥ the old issues archives from 1981 Ð
2000 in Adobe Portable Document Format (PDF) to keep the same
look and feel of the original historical publications,
¥ And general information about the
State of Qatar and how to contact the Planning Council.
The regular Annual Abstract is in very large demand from local,
regional, and international organizations and individuals. The
CD containing all 25 issues can be provided free of charge upon
request from the Statistics Department located at the first
floor of the Planning Councils building.

In accordance with the Amiri Decree number (1), 1998, which
authorizes the General Secretariat of the Planning Council
to undertake the responsibilities of preparing the economic
and social plans for the State of Qatar, and in its drive to
enhance cooperation with international organizations in
developing quantitative tools and methods of economic
analysis, the Planning Council in collaboration with the
World Bank will hold a training workshop on macroeconomic
modeling for Qatar. Lectures and presentations will be made
by World Bank experts in macroeconomic modeling.
The macroeconomic model focuses on the real sector of the
economy and is based on the national income identity that
links the national accounts and the balance of payments. The
model will help in the analysis of macroeconomic policies
and forecasting future values for important economic policy
variables. The model will also be an instrumental analytical
and planning tool for the National Vision 2025 Project which
is being currently prepared by the Planning Council.
The workshop is composed of 6 sessions to be held in two
consecutive days. The first and the second sessions will be
a general introduction to quantitative economic modeling and
economic policy. The remaining sessions will introduce the
World Bank model known as RMSM-X, an acronym for, Revised
Minimum Standard Model Ð Extension. The final session will
demonstrate applications of RMSM-X model.
Besides representatives from the Planning Council, there
will be participants from various other ministries,
institutions, and stakeholders concerned with economic
policy formulation and macroeconomic modeling.

The Planning Council in coordination with and the full
participation of representatives from the ESCWA is
organizing a two day workshop on the proposed Electricity
and Water Strategy. The workshop will be under the patronage
of His Excellency, Sheikh Hamad Bin Jabor Al Thani, the
General Secretary of the Planning Council. The purpose of
the workshop is to discuss the draft report of the strategy
prepared by the Planning Council in collaboration with major
governmental and private entities and stakeholders in Qatar.
The strategy covers a broad range of issues of particular
importance to the positioning of the electricity and water
sectors in the state of Qatar in years ahead. The strategy
intends to help decision makers develop the electricity and
water sectors efficiently and effectively and in tandem with
sound environmental practices so as to meet the present and
future needs resulting from the rapid economic and social
changes in Qatar.

As per the objectives of the Statistical Departments
strategy, which emphasizes to exchange and make the
statistics available electronically, for the agencies in the
country, the GIS Unit in the Planning Council has published
the results of the latest Census 2004 along with the census
geography data (Census Block coverage), on Qatar GISNet,
consisting of 19 Government and semi Government agencies in
Qatar, via the Fiber Optic Network. The data is accessed
online 7 x 24 by these agencies.
This activity will play an important role to support the
decision makers toward the right way of planning and
accurate projects in Qatar.

The secretariat General of the Planning Council issued The
First National Report on the Millennium Development Goals
for the State of Qatar for the year 2005. The report was
prepared in accordance with the recommendations of the World
Millennium Declaration adopted by the United Nation in the
year 2000.
The Report aims at the identification of the results
achieved by the State of Qatar in this regard, in accordance
with the following :
1- Eradication of Extreme Poverty and Hunger
2- Achievement of Universal Primary Education
3- Promotion of Gender Equality and Empowerment of Women
4- Reduction of Child Mortality
5- Improving Maternal Health
6- Combating of HIV/AIDS Diseases
7- Ensuring Environmental Sustainability
8- Developing a Global Partnership for Development
The Report shows that the State of Qatar has achieved
several of the Millennium Goals, set for 2015, ahead of
time.

of the total Gross Domestic Product for the second quarter of

The Statistics Department of the Secretariat
General of the Planning Council commenced the preparatory works
of the Economic Activity Survey. This survey will cover all
establishments that practice any economic activity, whether
industrial, commercial, services or construction.
This survey aims to provide up to date
information regarding production value, intermediate
consumption, generated value added and its distribution for all
economic activities, through monitoring movement of internal
trade, manufacturing, construction, hotels and restaurants,
transport and communications, which includes airlines bureaus,
travel and tourism agencies, telephone services É etc., business
services, which includes various sectors that provide services
to the society, i.e. advocate bureaus, chartered accountants,
engineering and consultancy bureaus, market research, software
systems É etc., in addition to social services, which includes
various types of community services, e.g. social and sport clubs
activities, various recreational activities, personal care
services and other related services.
This survey will provide huge amounts of data
that serves planning and development in Qatar, in order to know
economic growth rates in the State in all economic activities.
In addition to that indicators about consumer price index will
be available, which serves economic analysis and measurement of
indicators.
Alongside with this survey, another survey will
be carried out, which will cover Qatari and non-Qatari
employment. This survey will provide the statistical threshold
for studying employment, wages, working hours and occupations,
which is increasingly required in the light of constructional,
economic and social growth witnessed by Qatar these days and the
need for skilled and trained labor in all fields.
It is expected that field works commence during
the first half of September and lasts for one month, followed by
data processing, office and automated auditing. The results will
be published in the form of CDs and publications, and it will be
available on the Planning Council website.

The GIS Unit in
the Statistical Dept. has lately conducted a 1 month
training course in July 2005, for 2 students from
college of Arts & Science Ð Qatar University. There
specification was in Geography and Planning. The
training program has been prepared to give them an
introduction about GIS Technology and in which areas
its been implemented either in Statistical Dept.
particularly and in the Planning Councils project in
general. A practical training was part of the program,
where they have been trained on ArcView Software, which
can analyze, prepare the statistical maps. At the end of
the training program, the students were able to produce
a number of maps which displayed some of population
statistics, as per the results of 2004 census.
At the end of the training course, Mr. Hassan Al Emadi,
Director of Statistical Department, has given the
students a certificate mentioning that they have passed
this program.

To highlight
Qatar's important role in the support of the development
efforts of other nations, and to enhance its status in
international forums, the Follow-up and Performance
Evaluation Department of the Secretariat General of the
Planning Council issued the results of a study it
recently carried out on the development assistance
granted by Qatar to other nations.
The study is in two parts. The first deals with the
concepts and the importance of development assistance in
general, and how it has developed over the years at the
international and Arab levels. The second part deals
with the developed assistance granted by Qatar.
Qatar development assistance to other nations enjoys
certain characteristics which makes it an important
model in this field. From its Independence and up to the
end of 2003, it granted a total of around 10 million
Qatari Riyals to about 70 Arab, Asian, African and Latin
American developing countries. Its development
assistance represented 0.7% of its GDP, a percentage
recommended by the United Nations at the Millennium
Summit.
The study also reviews the assistance granted by Qatari
NGOs to social development projects in other nations.

The Planning
Council, in cooperation with the University of Qatar,
issued the first Directory of researches and studies
carried out in the State of Qatar. The directory aims at
providing a data-base on all research results and
studies carried out by ministries and government
agencies since the Qatari independence and up to the end
of 2004. The Directory is in three parts, the first of
which provides a synopsis of the roles, activities and
addresses of research and study centers and departments
throughout the State, which number 51. The second part
consists of summaries of all the researches and studies
carried out, which number 5425, and fall into the areas
of science, education and arts. They are classified in
accordance with the Dewey system of classification. The
third part is a review of 685 doctorate and masters
dissertations of students graduating from Arab and
foreign universities, in various fields such pure and
applied sciences, social sciences, humanities, and
medicine and agriculture.

The Qatar National Project Management Program was introduced as
one of the early initiatives of State of Qatar Public Services
Development Project (www.pmonline.gov.qa).
The program is composed of two main projects:
1. Project Management Capacity Building Project: This
project is intended to build and enhance project management
capacity across the Government of Qatar.
This will be achieved by improving Project Management Skills
across the Government of Qatar through structured training and
knowledge transfer workshops. These programs will be aligned
with Project Management Institute and other international
Project Management Standards, yet Arabized and localized to
enhance understanding.
The QNPM team worked with Project Management Training experts to
design, customize and localize Project Management curriculums
for Government of Qatar employees. These sessions are planned to
be rolled out by fall of 2005.
The Project Management Capacity Building project will also
provide Ministries and Agencies with specialized Project
Management services on an as-needed basis.
2. Qatar National Project Management (QNPM) Enterprise Tool:
QNPM Tool is an Enterprise Program Management Solution which
provides functionality that supports program and project
management , including but not limited to collaborative work
venues, issue and risk management, scheduling, resource and task
management, and financial management. The tool covers the
complete project life cycle from project definition, through
planning, implementation and finally closure.
This tool is provided as a Government-Wide accessible Project
Management tool to be part of an intelligent i-government
culture which will provide leadership with modern tools toward a
technologically advanced government to maintain and improve
public services.

Under the patronage of HE Sheikh Hamad bin Jabor
bin Jassim Al Thani, the Secretary General of the Planning
Council, the Secretariat General of the Planning Council, in
cooperation with the Secretariat General of GCC, hosted the
first meeting of Statistics Benchmarking in GCC, at Doha
Sheraton during 20-21 June 2005.
Statistics benchmarking aims to identify location of each
statistics department among other GCC statistics departments, in
order to improve its performance to achieve international
standards, in addition to comparison of its performance with
previous years.
During this meeting, discussions took place about the
benchmarking form developed by the Secretariat General of the
Planning Council of Qatar, which contains questions about
statistics department budget, human resources, methods of data
dissemination, cost of hard and soft copy publications and
utilization of advanced software in data processing and
dissemination.
The discussions resulted in an applicable form in all GCC
statistics departments, in order to be filled by these
departments and obtain an actual assessment of its performance,
take appropriate measures to improve its performance and develop
necessary action plans.

In cooperation and
coordination with the Tourism General Authority and
within the frame of various activities executed by the
General-Secretariat of Planning Council, which concerned
plans, programs, strategies, social and economical
visions and highlighting important issues in the Qatari economy,
the General-Secretariat of the Planning Council organizes in
cooperation with the councilor company, Bouz Alen, symposium about
setting a strategy for the Tourism Sector in the state of Qatar
and its future role as an important supporter to the Qatari
economy.
That will be on Thursday 9 June 2005, in Alsafeer
Hall in the Diplomatic Club. Numbers of directors from different
governmental ministries and authorities and private sectors will
participate in it. The symposium will highlight some regional and
international successful experiments in tourism sector. In
addition, it will manifest the importance of the tourism sector in
the Middle East and in the state of Qatar considering it
promising, its developments requirements and its future horizons.

Technical Cooperation Department, Mr. Rashid Al-Khalifa, and
other senior staff. As a result an Aide Memoire on technical
cooperation between the Planning Council, Qatar and UN-ESCWA,

Sh. Hamad Bin Jabor Bin Jassim
Al-Thani the General-Secretariat of the Planning Council
participated by an important paper in the conference of finance
and investments in the state of Qatar assembled in London on
24-25 of May 2005. HE talked in his lecture, entitled:
Supporting Strategically Trend, about accentuate strategically
projects which undertaken by the Planning Council and that
related to strengthening and enabling the local sectors to
assimilate accelerate economic development and adjust to it.
Hence, the huge investments expected to be in the Qatari
economic during the little forthcoming years require appropriate
underlying constitution of qualified human resource, efficient
governmental sectors and above all this long term and distinct
characteristics vision that covers important issues and
economical, social and environmental sectors. Within this
framework the lecture of HE the General-Secretariat will be
specifically about the role of the Planning Council in preparing
local capacity to be capable of making this development
comprehend all the country sectors, to be capable of persistence
and adjustment to local changes through future expectations
built on scientific basis and to find successful solutions to
any obstacles that appears in the way of prosperity and
advancement.

During the symposium Statistics for Development: Dialogue between
Users and Producers of Statistics, organized by the Planning
Council during the period 16-19 May 2005, evening meetings were
arranged with the visiting officials to discuss possibilities of
future cooperation between the organizations they represent and
the Planning Council.
The meetings, a number of which were chaired by the Secretary
General of the Planning Council, were attended by the Director
of the Statistics Department and senior members of his
Department, as well as a number of representatives of ministries
and government organizations with interest in the issues being
discussed.
As an outcome of the meetings aide-memoires on future
cooperation were signed with the representatives of the
International Monetary Fund (IMF), the UN Statistical Department
(UNSD), and the Swedish Statistics organization, each of which
covered a number of joint activities that are to be implemented
during the coming months. An unwritten, tentative, agreement was
also reached with the representative of the statistics
organization of the City of New York.
It is noteworthy that the evening meetings proved to be highly
worthwhile because they allowed for additional discussions with
the visiting experts and the exploration of possibilities for
future cooperation with the organizations they represent. The
practice is therefore highly recommendable for future symposia
or meetings of this nature.
Summary of Agreed Joint Activities
A. Aide Memoire with the IMF
The aide memoire expressed IMF agreement, in principle, to
consider Planning Council requests for technical assistance. It
also expressed specific agreement on the implementation of the
following joint activities:
1. Organization of a joint symposium, for the benefit of GCC countries, on subjects of interest and immediate relevance to them. The Planning Council is to prepare a proposal to this effect. It is hoped that the symposium will be implemented towards the end of 2005.
2. Attachment, for training purposes, of a number of young Qatari statisticians to the IMF during the summer months.
B. Aide Memoire with the UNSD
The aide memoire re-emphasized the continuity of the cooperative relations that now exist between the two sides, including the exchange of data, reports and publications. It also expressed specific agreement on the implementation of the following joint activities:
1. Organization of a joint symposium or workshop, for the benefit of GCC countries, on energy and environmental statistics. The Planning Council is to ensure the readiness of the GCC countries to take part. UNSD is to cooperate with the Planning Council in the formulation of a proposal before the end of May. The symposium or workshop is to be implemented at the beginning of 2006.
2. UNSD is to explore the possibility of fielding its regional advisor on national accounts to Doha, for one week, to assess Qatar's efforts in this field and provide recommendations for improvement. The mission is to be implemented in 2006, and is to be preceded by adequate preparations to ensure its success.
3. UNSD is also to explore the possibility of fielding its regional advisor on censuses to Doha, towards the end of 2006 or at the beginning of 2007, to assist in preparations for the 2010 census to be implemented by Qatar.
C. Aide Memoire and Memorandum of Understanding with
Statistics Sweden
The Secretary General of the Planning Council expressed a
special interest in the Swedish experience in the field of
statistics because of its international standing.
The possibilities of long-term cooperation between the two sides
were discussed, and agreement was reached on an initial joint
activity, of 2-3 weeks duration, to be implemented at the end of
2005. The activity is to include the following components:
- A basic training course in statistics
- A training-of-trainers component
- A study of Qatar's data analysis and projection needs
- An exploration of the training and development needs of
Qatar's statistical system, coupled with recommendations for
future cooperation.
Statistics Sweden is to provide the terms of reference for this
activity, as well as further details of its training and
development activities in general.
Two memoranda were signed with Statistics Sweden, the first a
Memorandum of Understanding covering issues of broad
agreement, the second an Aide-Memoire covering agreement on
specific activities.
D. The Statistics Organization of the City of New
York
The representative of this organization explained that the
organization is small in size and not geared to international
cooperation. Yet he indicated a possibility of cooperation in
the development of Qatar's capacity to analyze and project
population statistics and related subjects.

The Planning Council issued its third Directory on conferences and
seminars held in Qatar, covering the year 2004. The Directory
aims at recording the results and recommendations of such
events, to be utilized by all governmental and non-governmental
agencies in the developmental of their institutional activities.
The Directory covers 25 conference and seminar, classified into
seven categories: social affairs; management and organization;
economy and trade; education; political and legal affairs;
medicine and health; and information and communication.
Among the main conferences covered by the Directory: the world
family conference; the 4th. Qatar conference on democracy and
free trade; the third Arab conference on the aged; the Doha
high-level forum on trade and investment; and the Doha
Development Forum 2004.

The secretariat General of the
Planning Council in collaboration and coordination with Qatar
Central Bank is hosting the International Monetary Fund
Multi-sector Mission during the period 25 January until 8
February 2005. The mission is composed of six experts in the
fields of national accounts, government financial statistics,
balance of payments, foreign trade and GDDS.
The principle objectives of the mission are as follows:
1. Review the institutional framework, data sources and methods
underlying the compilation of the major macroeconomics
statistics.
2. Assess the resources available to compile the statistics.
3. Recommend improvements to the scope, accuracy and timeliness
of the statistics.
4. Evaluate the need for future technical assistance in the
areas of statistics that have been assessed.
5. Assist statistical agencies in preparing draft GDDS metadata.
Members of the mission convened several meeting with persons in
charge of Statistics at the Ministry of Finance, Qatar Central
Bank and the Secretariat General of the Planning Council.
Discussions in these meetings were about the issues that fall
within the interest and specialties of IMF.
Due to the importance of GDDS and in order to introduce this
system to the persons in charge of Statistics in the State of
Qatar, the mission organized a seminar in cooperation with Qatar
Central Bank and the Secretariat General of the Planning
Council, at 9:00 AM on Tuesday 1/2/2005 at Al Rayyan Hall of
Doha Sheraton.
The first speaker was Mr. Cornelis Gorter, who is Senior
Economist at Real Sector Division of the Statistics Department
in the IMF. He previously worked at the Central Bureau of
Statistics in the Netherlands (National Accounts Division) and
Eurostst (revision of 1968 SNA and social protection
statistics). He will present an introduction to GDDS.
The second speaker was Mr. Artak Harutyunyan, who is an
Economist at Data Dissemination Standards Division of the
Statistics Department in the IMF. He previously worked as
Director of Statistics at the Central Bank of Armenia. He will
present the Experience in Armenia with GDDS and SDDS.
The last speaker, was Mr. Russel Krueger, Senior Economist at
Real Sector Division of the Statistics Department in the IMF. He
worked previously in the US Balance of Payments Division and on
flow of funds statistics at the US Federal Reserve. He will
present the Implications of Monetary Unions, the Experience of
European Integration.

The Secretariat General of the Planning Council released the
preliminary estimates of the Gross Domestic Product (GDP) of the
State of Qatar in 2004.
The preliminary estimates of (GDP) in 2004 was about
(103 billions and 563 millions) (QR.), which is
equivalent to US$ (28 billions and 451 millions, with
annual growth rate of (20.5%) between 2003 and 2004.
The data as well showed that (GDP) in 2003

compared to (71 billions and 733 millions) (QR.) in 2002, i.e.
annual growth rate between these two years was about (19.8%).
Quarrying and mining (crude oil and natural gas) dominated the
(GDP) in 2004, where it amounted to about (64 billions and 365
millions), i.e. its share of (GDP) was about (62.1%). This
indicates that more than half of (GDP) is attributed to crude
oil and natural gas exports. Its value was (50 billions and 551
millions) (QR.), i.e. its share in (GDP) was approximately
(58.8%) of total (GDP).
It was followed by government services, where its value in 2004
was about (9 billions and 938 millions), i.e. (9.6%) of (GDP) in
2004. While in 2003 it was about (9 billions and 600 millions)
(QR.), i.e. its share in (GDP) was (11.2%) in 2003.
The third economic activity in importance was finance,
insurance, real estate and business services, where its value In
2004 was estimated to reach (6 billions and 910 millions) (QR.),
i.e. (6.7%) of (GDP). While it was (6 billions and 276 millions)
(QR.) in 2003, i.e. its share in (GDP) was (7.3%) in 2003.
